In a major move aimed at promoting transparency and easing property documentation, the Enugu State Government has announced a 45-day special discount window that cuts the cost of obtaining Certificates of Occupancy (C of O) and other land title documents by 50 percent.
The initiative, which takes effect from October 15, 2025, is being implemented through the Enugu State Geographic Information System Services (ENGIS), located at Ebeano Estate, Independence Layout, Enugu.
According to a Public Service Announcement issued by the Managing Director of ENGIS, Chinwetalu Nwatu, the fee reduction is part of the state government’s broader effort to encourage property owners to regularize their land records, promote transparency in land administration, and curb revenue leakages within the system.
Residents and property owners across the state are therefore encouraged to take advantage of this limited-time offer to process their C of O and other title documents at half the usual cost. The discount period will run for 45 days beginning October 15, 2025.

The Enugu State Geographic Information System Services (ENGIS) wishes to inform the general public that the Enugu State Government has approved a special 45-day discount window on fees for Certificates of Occupancy (C of O) and other land title documents.
Starting from October 15, 2025, property owners can process their C of O and other land title documents at ENGIS and enjoy 50% discount on all applicable fees.
This exercise is part of government’s effort to encourage regularization of land records, promote transparency in land administration, and curb revenue leakages for the state.
