In a compelling declaration of purpose, Engr. Chris Ugwu (Don Chris) has rolled out a results-driven legislative manifesto anchored on what he calls “The Agreement” a practical, people-centered blueprint designed to reposition Igbo-Eze North/Udenu Federal Constituency for meaningful development. With a clear grasp of the constitutional powers of the House of Representatives, Don Chris shifts the conversation from empty promises to strategic action, outlining how lawmaking, oversight, and federal influence will be harnessed to deliver quality education, accessible healthcare, youth empowerment, and critical infrastructure to the people.

 A Legislative Manifesto for Igbo-Eze North/Udenu Federal Constituency, Enugu State

 My Understanding of the Office


The House of Representatives is primarily about:


* Lawmaking

* Oversight of federal agencies

* Representation of the people

* Attracting federal projects and interventions

* Influencing budgetary allocations 


This *Manifesto* which I call — *The Agreement,* is built around these constitutional powers — not empty promises.


1. *EDUCATION DEVELOPMENT* 


 *My Legislative Action* 


* I will sponsor and support bills that improve funding for public primary and secondary schools.


* I will advocate for stricter monitoring of UBEC funds to ensure Igbo-Eze North/Udenu Federal Constituency schools benefit adequately.


* I will push for special education intervention programs for kids with special needs in the Constituency.


 *My Constituency Interventions on Education* 


* I will facilitate federal classroom renovation projects in underserved schools.

* I will attract ICT centers and digital learning facilities through agencies like: UBEC, TETFund etc.

* I will expand scholarship and bursary schemes for indigent students.

* I will facilitate skill-based education and technical training programs.


 *My Oversight Commitment* 


* I will ensure federal education projects allocated to our constituency are executed and not abandoned.


2. *HEALTHCARE IMPROVEMENT* 


 *My Legislative Focus* 


* I will support expansion of the Basic Health Care Provision Fund.

* I will advocate for stronger implementation of the National Health Insurance Authority Act.


 *Constituency Focus on health* 


* I will attract upgrades for Primary Health Centres (PHCs).

* I will facilitate medical equipment supply through:

National Primary Health Care Development Agency, NPHCDA

* Facilitate periodic free medical outreach programs.

* I will push for maternal and child health interventions.


 *My Oversight on Health* 


* I will monitor federal health projects to prevent abandonment in our constituency.


3. *YOUTH & WOMEN DEVELOPMENT & EMPOWERMENT* 


Our constituency is rich in youth potential but lacks structured opportunities.


 *My Legislative Advocacy on this Agenda*


* I will support policies that expand youth employment schemes.

* Push for better implementation of federal empowerment programs.


 *Direct Constituency Programs* 


I will facilitate youth training through:

* National Power Training Institute 

* National Directorate of Employment

* Small and Medium Enterprises Development Agency of Nigeria, SMEDAN

* Support access to federal grants and soft loans.

* I will sponsor ICT, renewable energy, and agro-processing training programs.

* I will facilitate skill acquisition and apprenticeship support for artisans.


 *My Special Focus Areas For Youth* 


* Solar/renewable energy training programs (leveraging federal clean energy initiatives).


* I will provide Artificial intelligence (AI) and Digital skills programs for remote work opportunities. 

The world is now a global village, where AI knowledge and its application will rule the world in 10 years to come.


4. *INFRASTRUCTURE DEVELOPMENT* 


A federal lawmaker cannot construct all roads — but can influence federal projects.


 *My Project Priority Areas* 


* Federal road rehabilitation advocacy.

* Rural electrification support within our communities.

* Water supply projects 

* Solar-powered street lighting projects.


 *Agencies I will Engage* 


* Rural Electrification Agency, REA

* National Power Training Institute, NAPTIN

* Federal Ministry of Works (FERMA)

* South East Development Commission, SEDC


 *My Oversight Responsibilities*


* I will track federal projects in Igbo-Eze North/Udenu.

* Publish periodic accountability reports to the people.



5. *WOMEN & VULNERABLE GROUP SUPPORT* 


* I will facilitate women-focused empowerment programs.

* Attract federal support for widows and vulnerable households.

* I will promote small-scale enterprise grants for women traders.


6. *TRANSPARENT/EFFECTIVE REPRESENTATION* 


When elected, I will:


* Hold quarterly constituency town halls.

* Publish annual legislative and constituency performance reports.

* Maintain open communication channels.

* Create a constituency project tracking platform.


 *HOW I WILL DELIVER THE AGREEMENT* 


I will deliver the above agenda through:


*  Strategic Committee Placement in the House.

* Strong collaboration with federal ministries.

* Effective budget lobbying.

* Active oversight visits.

* Transparent communication with constituents.
